That gives it a chance to bind to the skin and, incidentally, won't wash off as easily while you are at the splash pad. I have to use 50 spf, I can still burn. I also use an Aloe gel on my burns - green goop - it heals the burn much faster, takes the sting out of it, and it doesn't peel so much.
